- To diversify energy sources used in transport.
- To stimulate demand for alternative fuels and clean vehicles.
- To promote greater use of biofuels in order to meet the targets set in the Biofuels Directive.
- To develop a market for clean vehicles through captive fleets.

Market transformation:
- Promote and facilitate joint procurement of clean and efficient ve-hicle fleets (e.g. buses, rental cars, business car fleets and ve-hicles used for public services such as waste disposal) and/or of alternative fuels.
